I have never heard of a financial entity that offers traditional frequent flyer/air miles. There are some that give a type of reward points (i.e. Purple Points) , but I don't think they can be used to buy miles with.

There are many banks/stock trading brokerages that do offer miles. Check out www.flyertalk.com and there are links to some great sites that list the deals. I just can't seem to find any to open an IRA. Most are for money markets, checking accounts, brokerage accounts, mortgages, etc.

You probably can't find any because there aren't any. The IRS imposes strict restrictions on the rewards that can be granted on tax-advantaged accounts. Just pick the broker with fees which are as low as possible for the type of investments you make.
