I am trying to open a rIRA. I think ETF will not be a good choice because of the low limit of the rIRA accound ($4000) since the commission could add up quick.

So I was wonder that if they also charge to buy/sell mutual funds? preferrably no load (low cost index funds).

Many of the online discount brokers waive commissions on no-load mutual fund purchases. I'm pretty sure that ScotTrade doesn't charge. They usually have restrictions regarding minimum holding periods in order to avoid penalties, so make sure to read the fine print.
