What place is offers the best enviroment for low-level players to get into the stock market trading game? When I say low-level--$2K - $3K a year to be invested. Doing about 10-20 trades per year.

Zecco offers free trades with a $2k balance, I believe.

I use Scottrade, which is $7/trade, because I like the platform. If you don't trade, you don't pay commissions... which works fine for me.
