The only problem with what PJD enterprises says is that the lack of a minimum word count serves only to encourage single word responses and random spam. I think that the goal right now is to increase the amount of intelligent conversation so that there are more 'pearls of wisdom' to cause you to jubilate. Either way, I have to agree that there's no real way to completely eliminate spam. THe thing is, even if you can't get rid of a problem completely, you can discourage it by making it more difficult to abuse a system of rules. That's what I think anyway, but it's just my opinion.

Still, it's a good thing that you feel obliged to compliment people on their posts, and if that's really how you feel on the matter, then the world needs more people like you.
