I think they are governed by the states. I could be wrong. I would try a google of 529 + the state in which you reside.
For now I'm not real big on 529s. I need to research it more myself. There seems to be a number of restrictions and a penalty if not used in the manner they have outlined. We haven't decided which route we will go just yet. |

A VERY good website that has details on the 529 plans of each state is:

Most finance publications recommend the Vanguard plans that Utah and now Arkansas offers. |

If you happen to be in your bank to cash a check or make a deposit, you can also ask for some literature about 529 plans. Since the deregulation of banks, most even offer these types of investment services. |
