PFI (Private Finance Initiative) was the old version. Government gets private industry to build a new hospital so Gordon Brown they can say "look what a good job I am doing - vote for me next time".
Government doesn't pay anything "up front" but rents the hospital from the developer.
Developer charges an arm and a leg and has sole rights/charges to all maintenance, so changing a light bulb costs £300, building a (normal price) £200 wall becomes £2000 and this goes on for the next 30 years! So a £10million building actually costs £50million over 30 years!

Thanks to the above, Government pensions, huge increase in public sector (who will vote for Brown) bank bailouts etc. every person in the UK now owes £42,000 for Governement debts! No wonder Brown will not talk about the debt!
