My DH and I both work for companies with 403(b) plans. What % or amount is standard to be putting into these plans? Should we be investing in any other areas as well?

Not enough. Don't let the average behavior dictate your behavior. Max out if possible!

Yes, of course. Depends on the options offered by the 403, but I'd max out to employer's match, invest in an IRA, then finish off investing in the 403 past the match. After you have finished investing in these tax-advantaged vehicles, go ahead and invest in tax-disadvantaged accounts too.
