I think they are governed by the states. I could be wrong. I would try a google of 529 + the state in which you reside.

For now I'm not real big on 529s. I need to research it more myself. There seems to be a number of restrictions and a penalty if not used in the manner they have outlined. We haven't decided which route we will go just yet.

Most finance publications recommend the Vanguard plans that Utah and now Arkansas offers.

If you happen to be in your bank to cash a check or make a deposit, you can also ask for some literature about 529 plans. Since the deregulation of banks, most even offer these types of investment services.
