i cant buy IPO's at the Initial price!!! what gives??

anyone knows the correct way?? i wanted to get cxg and line but i couldnt get it at the initial price.. i am looking into zion oil once the give the symbol ,,,trying to purchase about 500 dollars worth. Please help!!

Your broker has to be the one carrying the offering before you get in at the IPO price. Even then there is often a lottery when the internal demand is higher than the number of shares available, and most brokers have a policy about "flipping" the shares. You also generally have to purchase round lots (even 100 share allotments).
